Only people who are 16 or over may buy a lottery ticket, this includes scratchcards and any other sort of national lottery ticket.
Retailers selling lottery tickets get checked by Camelot to make sure that they do not sell tickets to anyone under 16. They do this by getting young people who are 16 but look younger to go into a shop and attempt to buy a ticket. Retailers that sell to three seperate test shoppers have their lottery terminals removed!
